Plot[]

Speaking to Yukio Washimine, Ginji Matsuzaki informs her that the Washimine Group now only numbers around 30 members and they would barely pull off an attack on the Kōsa Council and cannot attack the Russians. He urges her to give him an order pertaining to either running away or going out in a blaze of glory. Yukio comments that they cannot accept defeat but not drag down their men either, and she states that she will survey their remaining men to give them the opportunity to leave or fight for the Washimine Group in one last attack on Balalaika. Outside the Kōsa Council headquarters, the Japanese police officer Yasuzawa asks Ishiguro if he got any information about the two Russians and the Japanese man who entered the premises. Ishiguro answers that he has some people running their faces through an ICPO database, adding that an international specialist named Kouno will arrive soon. Recalling that the Russians are somehow involved in the feud between the Kōsa-Kai and Washimine-Gumi, as well as possibly being involved in the bowling alley shooting in Adachi City, Yasuzawa advises Ishiguro to keep an eye out.

Inside the premises, Rock looks outside the window to see the koi pond while Balalaika finishes a call with someone from the Russian embassy. Talking to Rock, Balalaika states that she has to see how the Kōsa-Kai's leader is going to persuade the Kanto Peace Council, adding that her replacement from Moscow will handle the rest. Seeing Rock's face while smoking her cigar, the curious Balalaika sternly asks him if he has anything else to say since she had already spared his life once. Opening his mouth, Rock replies that he has one request: completely crush the Washimine Group if her meeting results in an alliance against the Washimines since he wants Yukio to be forced out of the criminal world into a normal life. Surprised at his answer, Balalaika sees his reasoning and puts her arm against the wall and leans to his face, telling Rock that he has made a good decision and is also a good villain.

Politely interrupting them, Boris informs Balalaika that Masami Kōsa is ready to talk, so she and Rock head inside the meeting room. As Rock interprets for her, Balalaika apologizes for her delay, and Masami smiles that their previous fighting is just water under the bridge. Although he extends out his hand, Balalaika smokes her cigar and does not reciprocate, confusing him. To everyone's surprise, Balalaika wishes to know the adequacy of the Kōsa Council's firearms since Hotel Moscow will need to prepare for certain contingencies with Balalaika's replacement after her absence. Hesitating, Masami responds that he has good firepower, including buying machine guns from men in Hawaii. Balalaika requests to see one firearm and its ammunition, so Morozumi smacks down his pistol onto the table and pushes it toward her. Examining the firearm, Balalaika tosses it to Boris and asks if the bodyguard has a backup firearm. Morozumi is hesitant, but Masami reminds him that they cannot create any more complications, ordering him to give the backup gun to her.

Smacking down the Accu-Tek pistol, Balalaika then looks at it and insults the gun as "atrocious," joking to Boris that the most incompetent of criminals will not be caught dead with such a weapon. Holding the pistol and her finger near the trigger, Balalaika asks the Kōsa-Kai men if they know what it is like to be shot with a gun. As they express fright and shock, Balalaika concludes that she cannot work with them due to their poor taste in firearms. Hearing the gunshots, the Japanese police officers surround the property's gates, ordering the people inside to open up the door. Nearby, Revy sits on her motorcycle and pays attention to the commotion. After Boris and Balalaika shoot Masami and Morozumi dead, the latter asks him how they are for time, with Boris confirming they are on schedule but wonders how they will explain the mess to Pyotr. Smiling confidently, Balalaika declares that she has straightforwardly followed the boss's orders to start a war and burn everything down.

Balalaika hands Rock the Accu-Tek pistol and asks him if he wants it as a souvenir. With a solemn expression, he responds that he does not like guns but accepts that he was the one who pulled the trigger, handing it back to Balalaika, who throws away the gun into the pond and orders Boris to leave the guns behind. As they walk to the entrance, Yasuzawa and his men barge through the gate and identify themselves as the police, with Ishiguro requesting that the three come with him for questioning. Balalaika and Boris speak to each other in Russian about their timeliness, so the former waves her hand and orders the police to clear a path for her ride.
